Given Iran’s repeated breach of its commitments, the E3 {France, Germany, and the UK) triggered the snapback procedure on 28 Aug 2025. Upon activation on 27 Sep 2025, the following Security Council resolutions were automatically reinstated:

The Security Council failed to adopt a resolution that would have extended United Nations sanctions relief under the Joint Comprehensive Plan of Action (JCPOA). The draft resolution was rejected by a vote of 9 against (Denmark, France, Greece, Panama, Sierra Leone, Slovenia, Somalia, United Kingdom, United States) to 4 in favour (Algeria, China, Pakistan, Russian Federation), with 2 abstentions (Guyana, Republic of Korea).

An attempt to pass a Security Council resolution that would have continued sanctions relief failed by a vote of 4 in favor (Algeria, China, Pakistan, Russian Federation) to 9 against — with 2 abstentions (Guyana, Republic of Korea).

France, Germany, and UK Invoke JCPOA Snapback Provisions

France, Germany, and the United Kingdom (the E3) notified the Security Council that, based on clear factual evidence, they believed Iran was in significant non-performance of its commitments under the Joint Comprehensive Plan of Action (JCPOA). The notification provided 30 days for action by the Security Council in the absence of which suspended UN sanctions would snap back into place.

Security Council Discusses Conflict Between Israel and Iran

The Security Council heard calls for the exercise of maximum restraint and de-escalation to break the cycle of retaliation and prevent a full-blown war in the Middle East during another emergency meeting on the escalating crisis in the region, following Israel’s 25 October air strikes against Iran, which earlier in the month had launched missile strikes against Israel.
