Formed in 1967, the goals of the Popular Front for the Liberation of Palestine (PFLP) are the destruction of the State of Israel and the establishment of a communist government in Palestine. During the 1970s, the group took part in some of the boldest terrorist attacks of the period, such as hijacking three civilian airliners in one day and storming the Vienna headquarters of the Organization of Petroleum Exporting Countries (OPEC). In 2000, the PFLP turned increasingly to the use of suicide bombers, guerilla tactics, car bombings, and mortar strikes. The PFLP was also responsible for the first assassination of a cabinet minister in Israel’s history, killing Tourism Minister Rehavam Zeevi in 2001. In 2014, the PFLP claimed responsibility for a November gun and knife attack at an Orthodox Jewish synagogue in West Jerusalem that killed 6 people. On June 16, 2017, two coordinated attacks targeting Israeli police officers were carried out near the Damascus Gate of Jerusalem’s walled old city. In September 2019, the Israeli security forces arrested four PFLP members allegedly responsible for remotely detonating an improvised explosive device in the West Bank that killed an Israeli teenager and seriously wounded two family members. Israeli Defense Ministry designates six organizations of the PLFP as terror organizations – November 2021

In a joint activity of the General Security Service (GSS) and Israel’s National Bureau for Counter Terror Financing (NBCTF), which began in early 2021 and was approved by the legal authorities, six organizations belonging to the “Popular Front for the Liberation of Palestine” were designated as terror organizations because they constitute a network of organizations active undercover on the international front on behalf of the “Popular Front”, to support its activity and further its goals.Union of Palestinian Women’s Committees (UPWC), ADDAMEER – Prisoner Support and Human Rights Association, Bisan Center for Research and Development, Al-Haq Organization, Defense for Children International – Palestine (DCI-P), and the Union Of Agricultural Work Committees (UAWC).Those organizations were active under the cover of “Civic Society Organizations”, but in practice belong to and constitute an arm of the Organization’s leadership, the main activity of which is the “liberation of Palestine” and the destruction of Israel. The declared organizations are controlled by the senior leaders of the “Popular Front for the Liberation of Palestine” and employ many “Popular Front” activists in field and management positions, including activists who participated in terror activity.Those organizations present themselves as acting for humanitarian purposes; however, they serve as a cover for the promotion and financing of “Popular Front” activity. Moreover, in accordance with the instructions of the Organization’s headquarters, their ascription to the Organization is concealed for security reasons related to the apprehension that enforcement steps against them will be initiated by security organizations in Israel and the world.From financing aspects, those organizations, controlled by the “Popular Front”, serve as a central source for the financing of the Organization’s activity in general and take a significant part in building the Organization’s force and the growth of the terror organization. In addition, the declared organizations received large sums of money from European countries and international organizations, using various means of forgery and deceit. Those funds served the “Popular Front” for enlistment of activists and promotion of terror activity, wages for activists, promotion of “Popular Front” activity in Jerusalem, distribution of the Organization’s messages and ideology, and payments to security prisoners’ families and the “Shaheeds”.It is clarified that each of the six organizations operates as an arm of the “Popular Front” terror organization and constitutes an integral part thereof; and that this is the cause of their designation and not their declared civic activities.

Israel designates “Samidoun” – part of the PFLP network – as a terrorist organization – 28 Feb 2021

The Samidoun organization was designated as a terrorist organization, as it is part of the Popular Front for the Liberation of Palestine (PFLP) and was founded by members of the PFLP in 2012. Representatives of the organization are active in many countries in Europe and North America, led by Khaled Barakat, who is part of the leadership of PFLP abroad. Barkat is involved with establishing militant cells and motivating terrorist activity in Judea & Samaria and abroad. The formal goal of Samidoun is to assist Palestinian prisoners in their struggle to be released from prison. However, in practice, it serves as a front for the PFLP abroad.The organization also plays a leading and significant role in the PFLP’s anti-Israel propaganda efforts, fundraising, and recruiting activists. These activities compliment the armed and violent terrorist struggle that the PFLP engages in against Israel.
