Exchange of Letters Between Rabin and Arafat

On 9 Sep 1993, the government of Israel and the PLO exchanged letters in which the Palestinians claimed to recognize “the right of the State of Israel to exist in peace and security”, and Israel acknowledged the PLO as the legitimate representative of the Palestinian people.The letter from PLO Chairman Arafat stands in stark contrast to the speech he delivered just after the 1993 announcement of the Israel-PLO accord.  He stated that the historic agreement “… will be a basis for an independent Palestinian state in accordance with the Palestine National Council resolution issued in 1974….
